Multipurpose Senior ServiceS Program (MSSP)

Imperial County Work Training Center's Multipurpose Senior Services Program (MSSP) provides social and health case management for frail elderly clients who are certifiable for placement in a nursing facility but who wish to remain in the community. The goal of the program is to arrange for and monitor the use of community services to prevent or delay premature institutional placement of these frail clients. The services must be provided at a cost lower than that for nursing facility care.

Clients eligible for the program must be 65 years of age or older, currently eligible for Medi-Cal, and certified or certifiable for placement in a nursing facility. MSSP site staff make this certification determination based upon Medi-Cal criteria for placement.

Under a federal Medicaid Home and Community-Based, Long Term Care Services Waiver, the Multipurpose Senior Services Program (MSSP) provides comprehensive case management to assist frail elderly persons to remain at home. The program, which began in 1977 with eight sites, has expanded to 41 sites statewide and can serve up to 11,700 clients per month.

COMMUNITY EMPLOYMENT

Provides a comprehensive, individualized process to assist persons with disabilities develop or re-establish skills, attitudes, personal characteristics, work behaviors, and functional capabilities that will make them employable.

EMPLOYMENT SERVICES PROGRAM

The Employment Services Program (ESP) provides employment services to shared consumers of Imperial County Behavioral Health Services (ICBHS) and the Department of Rehabilitation (DOR).  The intent of the program is to prepare and assist the individuals served to obtain and maintain meaningful employment.  The services are designed to prepare the ICBH and DOR consumers with the skills necessary to secure and maintain competitive employment in agreement with their Individual Plan for Employment (IPE).  All services are provided in English and/ or Spanish with some vocational English.

Upon determination of a DOR consumer’s readiness to engage in Employment Preparation services, DOR consumers will participate in the following activities:  Interviewing Techniques, Résumé Development, Application Preparation, Appropriate Grooming and Hygiene Practices, and Assistance with benefits planning related to employment.

Upon determination of a DOR consumer’s readiness to engage in job search activities, DOR consumers will receive Job Development and Placement Assistance.  Upon Job Placement the consumers will be assisted with job orientation assistance and Employment Retention assistance services.
